AI Regulation Must Happen at the Federal Level, CTA CEO Says

The following statement is attributed to Gary Shapiro, CEO and Vice Chair, Consumer Technology Association (CTA)®:
“President Trump knows the urgency of this moment for American AI innovators. His new executive order is the latest in a series of actions – ranging from the AI Action Plan to the launch of the Genesis Mission – designed to supercharge U.S. leadership in artificial intelligence.
A policy of preempting state and local AI laws recognizes that AI innovation doesn't stop at state borders and regulation must be at the federal level. China is moving full speed ahead in efforts to replace the U.S. as the home of the next big AI breakthroughs. This EO ensures the U.S. can compete, elevating the federal government as the only body equipped to set nationwide guardrails for AI.
This EO gives American innovators the breathing room to build boldly and responsibly and lawmakers the runway to craft smart national policy. A patchwork approach hurts America’s most innovative companies, especially small businesses and startups. With state legislatures considering more than 1200 conflicting bills and over 100 of these passed in 2025 alone, states are creating a conflicting, chaotic maze for AI innovators. A single, national standard is the only way the United States stays in the AI race."
